Note the change from 2018/19:

Uefa has increased the size of the top three tiers to 16 countries - meaning each group will have four teams - and decreased the size of the bottom tier to seven.

So four teams in a group instead of three and the four teams that got relegated from League A: Croatia, Germany, Iceland and Poland are now nicely back in League A.
