I wouldn't put all the blame on Solskjaer, he's got to select the players he's been given.
When such as Young, Smalling and Jones are iven contract extensions, it makes you wonder who is making the deciisions. I wouldn't be surprised if Woodward the accountant had a hand in it. Keep them on rather than shell out for new players with infinitely more ability.
And as for Pogba, he should taking the game over and controlling it rather than prancing around ineffectually. can you imagine Roy Keane allowing the players around him to play in such a halfhearted fashion.
What it needs is a clear-out and start afresh, accepting 2-3 years at least in the doldrums.
