In accurate terms: a report has been released that discusses a Labour policy idea of replacing council tax with a "progressive property tax", with higher rates for those who own empty homes, second homes, or who aren't living in the UK. The aim is to "discourage the use of homes as financial assets, reduce the tax paid by the majority of households, and encourage more efficient use of the housing stock".
