Japan, if I remember correctly, has about a 99.9% conviction rate. they like to convict purely on arrest rather than if the culprit has done it. It keeps the place in check.

Someone should look at the differences between areas where they get high crime and areas where they don't and see whether there are any factors which might be effecting it.

I have noticed myself actually that there are some places where crime is rampant but I can't put my finger on it at all .
