It's absolute bollocks to tell alcoholics to stop drinking, just as it is to tell insomniacs to get seven hours sleep.

wtf is the point of warning them.

Again back to the point, and that was unless you live in a hut on Wolf Rock or similar, you know what is bad for you and what is good for you. You shouldn't need an overprotective and interferring goverment to mollycoddle you.

They don't need to be told to get more sleep. They just wish they could.
But there are people who think they can cut corners on sleep and some who get very low quality sleep ( for example, keeping phones and tablets active during the night, so they get disturbed by them).
In your 20s, you don't notice the effects. But they are there.

Indeed, the message is clear.
It's high time that the government stop just giving advice and instead begin enforcing it.
Instead of such advice, we should be required to wear a patch which induces sleep at 11pm and wakes us at 7am; forget speed limit signage, we should have centrally controlled speed limiters fitted to our cars; we should have wrist bands which measure our alcohol & food intake and send in a swat team if exceeded.

It's waste of time and money, because no one will take a blind bit of notice, and just carry on the way they acted before, because it can't happen to them. Anyone with an ounce of responsibility and commonsense knows how to look after themselves.

Who is "dumbing us down and how?"

I'll do you the courtesy of giving an answer - it would be nice to have it reciprocated now and then.

By way of a simple personal anecdote as an answer, - during my apprenticeship days, I spent a few months in a power press shop, - even back in those days, every machine had an automatic mechanical guard that protected us operators as the press did its work, - it had the side effect of fractionally slowing down the cycle, and as the regular operators were piece-workers, time was money, so a few morons would disable the guard mechanisms.
Those of us who realised the stupidity of doing that wouldn't have dreamt of doing such a thing, even though we probably didn't need guards at all for the very same reason but they were an aid to our own commonsense.
A few (thankfully not life-threatening) accidents (to guess who?) in and the company decided to move to failsafe photo cell guards (even before the EU started to take credit for such things) - we were then all of us forced to sit and wait until the machine told us it was 'safe to proceed', - slowing the job down for everyone, and undoubtedly making the company less competitive.
