He was advised by the team it was ok.
Different circuits have different rules.Sochi is a street circuit, so presumably different.
You wouldn't expect any racing driver to have an encyclopaedic knowledge of the rules.
You would,however expect the team,specifically his race engineer, to be up to speed.
