When did it change from being a song-contest to a "song-and-dance" contest?

They should have really "woken" up the world and had the UK entry as Lianne Sanderson in a bin bag, screaming and spraying acid over the crowd, yelling OFSTED MURDERERS as she glued herself to a trident missile and fired it at Putin.

Unfortunately not for at least two reasons:

Songs must be original and released in the year proceeding the event (well, a certain date).
