Several differences
Hur wasn't commissioned to assess Biden's mental capacity
Hur wasn't qualified to assess Biden's mental capacity
And Hur had to admit that the documents case was trivial and that Biden had fully co-operated.
And what he was investigating occurred AFTER Biden was in office.

He was not investigating a serving head of state as to how he had observed his own rules.

Dray was investigating whether the Prime Minister ( sorry NOT Head of State) and several of his colleagues ignored the rules they had applied to us.

Whereas the acts that Biden was being investigated for, related to the period after he was VP and before he was POTUS
