What caused the extreme flooding in the Arab emirate of Dubai? The area is surrounded by desert.

Cloud-seeding is a great weapon. I just wonder who did this? I know Russia uses that tech, but I'm not sure if they have beef with Dubai. Maybe Israel. Whatever, amazing to see!

This cloud seeding must have been rather inaccurate. There has been severe flooding with deaths in parts of Oman 3-400 km from Dubai.
