I think I'm right in saying that the highlighted line is the real kicker.

The real ratings standard by which execs judge a broadcast isn't so much how many tune in, but the retention of viewers after a certain time period has elapsed.

So it suggests people tune in out of curiosity before quickly concluding that it's a pile of shite and turning over.
