Saville was awarded a knighthood. A paedophile DJ, freely abusing patients in Broadmoor, children inside the BBC and just about anywhere else, roaming the UK like a plague, was given a knighthood. A regular christmas day guest of several british PM's at Chequers and one of the Duke of Edinburgh's and Prince Charles close 'friends', photographed aboard the royal yacht with them both. People ask why and how he got away with it for so long? He was 'friends' with the most powerful people in the land that fiercely protected him and his activities, accidentally admitting as much in a Louis Theroux interview. After his death, the establishment came out as if they hadn't a clue what he was doing.
If John Lydon back in 1978 and Jerry Sadowitz back in 1987 knew then they all knew.

The comparison between the Janner and Saville timelines is interesting. Although both of them are no longer around there will be many who were complicit in hiding the truth, collusion, provision and subsequently elimination if people are to believed. There are enough people who have spoken out independently of each other to start to be able to piece together pictures.
There will also be many who are able to provide incidental and peripheral evidence. Is any effort being made to reach out to such people, in the same way as they have done with the Hillsborough Enquiry? After all Lowell's Enquiry has been granted a significant first year budget.

They could have put it better;
"insufficient evidence to prosecute", does suggest that they had evidence, just not enough.
Why not say, 'there is no truth in the allegations'?

That's because they would want to keep the option to act in the future. "Insufficient evidence" means that if other evidence emerged in the future they could resurrect it. "No truth in the allegations" pretty much kills it.
Tough on anybody investigated but that's how they do it.

No. It's because they must have had some evidence to arrest, ( if they did) , and investigate. There is a higher standard of evidence required to charge, and they're saying they didn't reach it.
It's not their function to pronounce upon innocence or guilt but merely to put the evidence where it exists in sufficient quantity and quality before a court. They wouldn't say " we think he's guilty but we can't charge" so they can't say the opposite either can they ?
In extraordinary circumstances, such as the complainant being found to have fabricated the allegation or the Commision of the crime being impossible, they could say he's innocent but that's quite rare.
Whatever they say has no bearing whatever upon the possibility of future prosecution.
He is, however, innocent until proven guilty by a court, and in less dumbed down times everybody understood that.
