What would the referees do if the player taking the penalty placed the ball a metre further forward towards the goal before taking it?

He wouldn't be able to get away with it, because it would be immediately evident to everyone. Keepers moving seems to have been accepted by many, including refs and FIFA, otherwise the likes of Collina would have put a stop to it.

It just makes it a farce because refs are ignoring a basic law.

Just emailed IFAB with the following.

Please advise why referees at the world cup are totally ignoring the following aspect of Law 14.

'The defending goalkeeper must remain on the goal line, facing the kicker, between the goalposts until the ball has been kicked.'

And more importantly why are they not being reminded about enforcing it.

There are two officials present at penalty kicks, the ref and one assistant. There are two possible infringements to watch out for.

1. Ensure that the keeper is on the goal line and he doesn't move forward until the ball is kicked.

2. Players do not encroach into the box until the kick is taken.

When I reffed I had the assistant in line with the edge of the box to watch out for encroachment. I took the goal line to see if the ball had crossed the line and whether keeper had moved.
