If it was NHS or private care (which only works due to NHS trained consultants) the effect of his treatment appears to be the fried mind effect seen by some chemotherapy recoveries. He can be heard answering a question quite rationally and then the synapses fire mid sentence and he's doing random impressions of voices and talking about his cats.
I suspect that's why his airtime has dropped and his regular output seems to be on the failing bracast with Gaunt.
