I think the absolute quickest you could feasibly click on an answer and scroll then his the submit button would be 12-14 seconds.
But you need to be playing on a desktop and with a scroll-wheel mouse.

Sometimes on very familiar questions, even reading the first couple of words, you know the answer. Think my fastest is 18 seconds. The ones that take the longest for me are the FunTrivia ones ("You've submitted a quiz question and it's rejected. What is the best response?") - there are a few like that and you have to read the whole thing, which takes ages.
