It is a criminal offence for the person in charge of the dog to allow it to be dangerously out of control anywhere, actually the law does state that if a dog makes you fearful or causes you "reasonable apprehension" then it can be categorised as dangerous. I have had many run-ins with other owners and I have my routine down pat. Usually it ends with me shouting "if you can't control your fecking dog, muzzle it or I'm calling the police" all the while filming the dog or dogs on my mobile, that does usually lead to them taking some sort of affirmative action.

It does, it's called a section 5 public order offense, it isn't just the underclass that believe their dogs or kids can behave as they like but tbf it usually is.

I don't mind dogs, don't like dog owners. They should just buy a baby and have done with it.

Almost all dogs, with the exception of those with an inbred problem can be trained not to be a problem and can be controlled. The problem has always been owners who couldn't care less and are too idle or ignorant to give their dogs basic training. There are few bad dogs, but lots of bad owners.
