Is anyone else getting this?

If I look atthe forum without logging in it looks normal

As soon as I log in though it changes to that shitty blue layout.

I also notice that despite being taken with 2 minutes of each other, the shitty blue layout displays a time which is an hour behind.

I've taken a couple of screenshots to show this.

Is anyone else getting it, and more importantly, is there anything I can do about it? (I'm using Chrome BTW)

Im still getting the Blue coloured forum, no upgrade for me?

Totally computer illiterate, where is the User Control Panel?

Click on userid top right. In drop down
