As I understand it they have no other option. I was told thay it works like this:

1. convicted of a crime, get a two years sentence.
2. spend one year in jail.
3. when you get out the rest of your sentence is parole, so the state can boss you around for a year.
4. after two years you're free as a bird

If you serve the full two years there isn't any parole.

I could be wrong, but that's how it was explained to me once.
I think that is spot on, but imo woefully inadequate as both a suitabl punishment and deterrent. I don't think that provides justice for the victim and their families in many cases either.
When it comes to justice for the murders he committed, he's received the highest sentencing any judge in the UK can give. He's never leaving prison.

Preventative measures are rarely a sure fire thing. Especially if a person's never committed other murders prior to the offence in question.

I wonder if these people would do better (for all of us) if they went to residential mental health centres rather than a prison where they served the full term. He was convicted seven times in four years.

Three large secure mental health hospitals have been closed in a 20 mile radius of where I live in the last ten years. I've no idea where the patients went.

All were really old, but apart from turning them into 'modern housing' I don't know, and I don't know of any replacements unless they are now part of the general hospitals in the area. Having said that, two major hospitals have also closed, and now some patients have to travel up to around 20 miles to the nearest A&E. Bonkers.

How did immigration cause the closures of the facilities referenced by zambo?

So how did immigration close down all the hospitals mentioned by zambo?

Probably into the community with vague telephone support.

Everyone seems to be forgetting that he was an asylum seeker and presumably could’ve been deported prior to these murders.
