To be honest it's not a substantial gesture. Its merely a recognition that HK is bring further assimilated to PR China, which itself has no extradition agreement with UK.

In a sense PR China should be happy with this.

A few generations late but it took the obese PM nearly croking to finally ban junk food advertising pre-watershed, oh and locking down the North is always good. :)
