I don't see anyone panicking, just reasonable concern with a few people protesting. Moreover, It's not just the 'bad apples' that's the issue here. Re the Portland situation, 500 men will be cooped up in a floating barge issued with free mobile phones, given access to medical care, whilst the residents of the area, are waiting weeks to talk to a clinician on the telephone. It's all about what is fair and unfair.

There are enough fruitloops about, to take the matter in their own hands. What could possibly go wrong.
