I pay £103 a year for my 1978 Ford Escort Mexico ,but that classic insurance limits me to 1500 miles a year.

If you drive a non-compliant vehicle in London you now pay for the privilage. He'll have to pay ULEZ like I'm happy to but that'll be prohibative if he uses the car everyday which is the point.

He should invest in a bicycle. It's cleaner than a car and is a fraction of the cost.
