Gender alignment "feelings" start well before puberty which is why excluding a particular treatment albeit extreme at any stage is unwise.

You're not allowed to have a tattoo before you're 18 on the grounds that you're doing something virtually irrevocable

It's absolutely disgusting that doctors prescribe puberty blockers and even worse performing actual surgery butchering children.

Besides the fact that one is a medical treatment and the other is a body enhancement/decoration or desecration however you wish to view it lets assume for the sake of argument that both are choices.

Both are infact reversible, tatoos can be removed and puberty restarts once off blockers if as is not normally the case other treatments are not then started.

I think if someone is told they are misgendering them and carries on do so they are being a dick. Not sure at what point you'd feel the need to call the police.

As opposed to doctors and specialists who are part of an organisation on the gravy train with a financial interest in undertaking the procedures ?

No-one under 18 should be subject to these treatments.
